Study representatives formally speak for everyone on a degree programme and work closely with the year representatives. They are elected every two years in the union elections and manage a budget of their own.

If your programme is not listed, take it to the university representation.
Which one do I ask?
For a single class, a date, or something to sort out within your year, your year representative is quicker. For anything affecting the whole programme, the study representatives are the ones to ask: the curriculum, a course that goes wrong term after term, a conflict with the programme director.
Where the question is a legal one, such as appealing an exam result, they bring in the educational policy department.
